Council Session Author's Speech Rating-This is how your author's speech will be evaluated at the Council Sessions.  It is a combination of this form, the Written Resolution Rubric, and the Delegation Participation Rubrics that will decide if your Resolution will be heard at the General Assembly.  Note that each delegate will vote at the Council Session while at the General Assembly the team will have one vote for their Nation. Author's Speech Guidelines
